Serving a population area of nearly 260,000 inhabitants, the city is aiming to carry through a policy of sustainable development which takes account of both social and economic development requirements and environmental standards. Built to high quality standards and heir to a natural heritage, the city has a duty to preserve its value and identity.

It is also necessary to integrate a number of issues which have recently come to the fore including "sustainable development" and "social diversity", as well as taking new factors into account:

a new purpose allocated to the valleys which pass through the communal territory, considered as areas for socialising and local nature reserves,

controlled densification of urban land, with land left free from development at the heart of central districts,

consideration of the cost of all systems involved in peri-urbanisation which constitute a heavy burden on public finances.
